Rever Offshore are looking for an additional Project Engineer within the Operations department. This is a Permanent onshore role based in our Aberdeen office.

Description and Main Purpose of Job:
The Project Engineer shall be responsible for providing an engineered and safe execution to any task set to them by the Engineering Manager, Engineering Team Lead, Lead Engineer or an appointed Project Manager, or their nominated delegate such as APM, Senior Project Engineer.
The Project Engineer will work as part of a project team on operational and developmental subsea construction or Inspection, Repair and Maintenance project activities. Whilst appointed to a project, the Project Engineer shall be accountable for onshore preparations relating to a certain portion of the workscope, if not several parts. Additionally, the Project Engineer is required to travel to onshore and/or offshore worksites to ensure workscopes are delivered according to approved construction procedures and business processes.
Whilst appointed to Tenders, the Project Engineer shall undertake the development of an optimised installation methodology to support a proposal, ensuring all technical requirements are adequately addressed.

Accountability and Key Performance Areas:
• Ensuring that project engineering activities adhere to the Business Management System (Engage) processes and procedures.
• Ensuring that all engineering is executed safely and efficiently, is of a high quality and in compliance with relevant industry codes and standards.
• Ensuring Project, Engineering Support Services, Survey, Inspection, Sub Contractor and Vessel interfaces are managed effectively.
• Recognise limitations in personal expertise and seek guidance from relevant Senior Project Engineer, Technical Authority or Line Manager where necessary.
• Demonstrate commitment to engineering values, sustainability and continuing professional development.
• Proactively engage in preparation and maintenance of the Project Risk and Opportunity Register:
• Identify, record and show mitigation of technical and operational risk
• Identify opportunities for the project
• Sound knowledge of and adherence to the Business Management System (BMS) framework and governance.
• Demonstrate behaviours and attitude which align to and support Rever Offshore core values.

Main Duties and Responsibilities:
Tendering
• Act as the technical focal point for a tender or as part of a technical team where required
• Technical Review of Client scope of work and supporting documents including drawings, specifications and reports
• Undertake engineering aspects of the bid process; ensuring that suitable offshore construction philosophies are adopted and assisting the team in ensuring sufficient budgets are allocated to the work scopes
• Develop appropriate installation methodologies to suit Rever Offshore vessels inclusive of method statements, sketches, drawings and suitable technical verification analysis.
• Generate technical qualifications to accompany the tender submission
• Assist with developing offshore schedule and input into Contract Control Schedule
• Develop subcontractors scopes of work and technically evaluate responses including interfacing with commercial evaluations
• Prepare and address technical clarification issues throughout the tendering process to ensure all client and company requirements are met
• Attendance at internal and external meetings as required to provide technical input to the Tendering process
• Contribute to PEER reviews to evaluate engineering solution in conjunction with technical team
• Provide technical hand over details to the project execution team upon the successful completion of a tendering process

Project Preparation
• Review all technical project documentation at contract award and highlight changes and/or discrepancies between pre-award and contract documentation and potential deficiencies in tender method statements.
• Co-ordinate and undertake the generation of procurement, fabrication and installation documentation (scopes of work, procedures, drawings, lift plans, sketches, etc).
• Ensure technical accuracy of internal and third party procurement, fabrication and installation documentation including compliance with contract requirements.
• Be accountable for highlighting scope variations during execution of the offshore engineering activities and compilation of all required supporting evidence and documentation.
• Prepare and deliver presentations on the offshore construction techniques and methods during third party and peer reviews as well as Risk Assessments.
• Support management of project interfaces including QHSE, Vessel, Supply Chain and Logistics.
• Support the acceptance process on completion of fabrication activities and co-ordinate the preparation of fabrication "as-built" documentation packages.
• Undertake preparation of project cost time resource (CTR) estimates and ensure Engineering activities are delivered in line with agreed CTR targets.
• Highlight project scope variations and support the compilation of all required supporting evidence and documentation.
• Responsible for the identification of materials and equipment required for the scope and the input of project demands into IFS

Offshore Execution
• Prepare and deliver project briefings to Offshore Vessel personnel.
• Ensure offshore personnel involved with the project works fully understand all relevant project documentation and requirements to include all safety and quality related witness points.
• Ensure technical accuracy and compliance of offshore construction and inspection activities with contract requirements, (i.e. witness and hold points).
• Act as Focal Point for the resolution of technical queries and issues raised during the performance of offshore construction and inspection activities (including co-ordination with onshore support where appropriate).
• Be accountable to Senior / Lead Engineer, Project Manager, Offshore Project Manager for all engineering aspects of offshore operations.
• Manage the offshore construction schedule including liaison with Offshore Project Manager and Client Representatives with respect to planning workscope execution, schedule changes and maintenance of the "as-built".
• Be accountable for highlighting project scope variations during execution of the offshore construction activities and compilation of all required supporting evidence and documentation.
• Where applicable, compile and work with Dive / ROV Supervisor in generation of Dive Plans.
• Review Daily Progress Reports (prior to issue) for technical accuracy and completeness.
• Be accountable for the expediting of third party equipment on-hire, off-hire and breakdown reporting.
• Be accountable for the delivery and return of all project equipment.
• Support the collation of information required for as-built reporting.

Project Close-Out
• Act as Focal Point for the compilation of "as-built" documentation.
• Participate in the collection, collation and communication of technical lessons learned, as well as feedback from offshore crews and Client personnel

Additional Tasks
The Project Engineer will also be required to support special projects to assist business improvement, including but not limited to:
• Research and Development Projects
• Support development of internal systems and processes and identify improvements in line with advances in industry practise and company growth.
• Coach Graduate Project Engineers and support their training as required.
• Supporting the Leadership Team as appropriate, completing specific focused tasks, to support the continuing improvement in operational excellence and the long term Company strategy.
• Any other delegated responsibilities as instructed by Line Management within the timeframe specified, in a safe and efficient manner to meet business requirements, provided the instruction is reasonable and you are capable and deemed competent to fulfil these.

Experience, Competency and Skill Requirement:
Competence is defined by your ability and willingness to meet all of the responsibilities and accountabilities as stated in this Job Description and the Competency Framework for your role, where applicable.
Essential
• Track record of performing subsea construction and / or IRM Project Engineering activities in a range of contexts; supervision only required in more complex circumstances; some individual responsibility or autonomy. Relevant Experience in one or more of the following areas:
o DSV operations
o ROV operations
o Platform and / or FPSO works
• A suitable degree in civil, structural, mechanical engineering or naval architecture or demonstrable equivalent engineering experience
• Current UK offshore medical and survival certificates
• Every engineer is responsible for their professional development and ensuring current, up to date industry best practices are utilised within their role.

Preferred
• Tendering exposure
• Incorporated or Chartered Engineer or currently working towards gaining membership of a professional engineering institution in accordance with Engineering Council UK-Spec.
